In 1976, the Cultural Revolution Mobilization Operation (OMRC) was created to meet the needs of the Algiers region in educational establishments. Thus, a standard college plan (C.E.M) adaptable to specific terrains and the controlled use of tunnel formwork made it possible to build several very quickly.
Started in 1977, the program included the construction of 120 units, among them a CEM in EL Madania, in Hai El Badr, in Baraki and even in Boumerdes.
Recognizable with its vertical windows, stairs detached from the facade, and external walkways. The whole included; the teaching buildings, the administration and the staff housing.
Work carried out at the time by the company "DNC" using the tunnel formwork "Outinord".

في عام 1976، تم إنشاء (l’OMRC) لتلبية احتياجات منطقة الجزائر من مؤسسات تعليمية. حيث تم وضع مخطط موحد قابل للتكيف واستخدام متحكم لقوالب الأنفاق اللذين مكن بناء العديد من المتوسطات بسرعة كبيرة.
بدأ البرنامج في عام 1977، وشمل بناء 120 وحدة، بما في ذلك متوسطة في المدنية وحي البدر وبراقي و حتى بومرداس.
